Santa Barbara County Search and Rescue used to conduct door to door evacuation notifications entirely with paper maps and forms. Over the course of three mandatory evacuations and two disasters, the Thomas Fire and the Jan 9th Montecito debris flow we used GIS tools to create a system based on a smartphone app and desktop dashboard to create a realtime picture of the evacuation status of thousands of residents. We started simple, and then based on feedback from field teams evolved it into an efficient and information rich system. Moving from paper to smartphones is easier, and far less expensive than might be expected. Stephen will share the lessons learned and provide a blueprint for any agency to help move their emergencies from paper to digital.
